Bump PPA changelog for the debian/control Homepage fix

Homepage was fixed upstream after the PR merged (still pointed at
the fork instead of areofyl/fetch); this just gives the fix its own
PPA revision since Launchpad won't accept re-uploading an unchanged
version.
