* refactor(functions): move kit install to src/functions/kits/install.ts

* refactor(functions): create kit install API and optionally seed environment

* fix linter warnings

* Handle map values for environment seeding

* Remove top-level template reads and lazy load instead

* Move remaining logic to install library
