feat: author build skills in the monorepo, sync to skills catalog

Move the 5 build skills' source of truth next to the SDKs under
skills/, add the CI mirror into firecrawl/skills skills/build/, and
point the firecrawl-skills stub plus the Integrations section at the
catalog with the contributor routing rule.
