[flutter_tools] Support package wildcard assets in app pubspec (#191266)

Allow application `pubspec.yaml` files to declare directory wildcard
assets pointing into dependencies (e.g.
`packages/package_name/directory/`) and resolve them correctly from
package libraries.

Fixes https://github.com/flutter/flutter/issues/27802
