Support --[no-]adb-log-filtering CLI option (#187252)

Support --[no-]adb-log-filtering CLI option and adds command integration
tests

Add command integration tests to verify that the logs command correctly
parses the --[no-]adb-log-filtering option and propagates it to the
target device.
