[flutter_tools] Add --force flag to flutter channel (#191579)

Adds a `--force` (`-f`) flag to `flutter channel` to allow switching
channels even when local SDK modifications or untracked changes exist,
matching `flutter upgrade` behavior.

Fixes https://github.com/flutter/flutter/issues/191262
