[iOS][add2app] Skip building SwiftPM plugins when generating CocoaPods artifacts (#190736)

When using "flutter build swift-packages" using a Flutter module, the
command to build the CocoaPods frameworks also builds plugins that
support SwiftPM. They are then later excluded. This exclusion, however,
neglected to handle transitive dependencies.

This PR changes it so that the command no longer builds them in the
first place.
