[flutter_tools] Update argParser usageLineLength when --wrap-column is passed (#191264)

Rebuild and repopulate `ArgParser` in `FlutterCommandRunner` when global
options `--wrap` / `--wrap-column` are parsed, ensuring
`usageLineLength` reflects the user-specified wrap column.
