(core) Fix keyboard focus in modalTooltip popups

Summary:
A few tests in the private Grist Labs repo started failing after grist-core PR #2371 (ec6dcc80e) was merged, which revealed a bug with keyboard focus not working properly from a handful of modalTooltip popups in modals.ts. Moving the event listeners higher in modalTooltip fixes this.

The Version.ts test also needed an update to reflect the new location of the Grist version.
