buildkite: specify a queue explicitly for every pipeline stage (part 1)

Hopefully will (a) allow the autoscaler to do its job more effectively and
(b) get the tests to run in a more consistent environment.

Part 1 only changes the queues that *need* to change due to queue name changes.
