Design the commits scope

A fourth scope diffs a picked run of commits A^..B from a popup picker.
Seven specs go Draft: the pick contract and the rev comment field
(review-model), the picker keys g/G and the v anchor gesture (input),
the header paint and the gone state (tui), and the inert lists in
search, find-in-file, diff-view, and overview. The plan is one milestone.
