refactor(client): Phase 4 extract shared org-chart utilities

- Create utils.ts with shared getInitials and stopPropagation
- Create NodeToolbarActions component for navigation buttons
- Refactor custom-node, users-node, role-detail-modal to use shared code
- Remove ~50 lines of duplicated logic
