refactor(api): add section registry and row-doc enforcement

Introduce a shared SectionRegistry base and an OCP locator so the
document domain resolves placement labels through the owning domain's
sections without importing it. Extract EnforcesRowDocuments to
centralize per-row document requirement enforcement and adopt it in
the questionnaire education section. Add shared section language
lines and cover education document requirements with a feature test.
