feat(client): composite place labels and option-aware views

Add usePlaceLabel to decode the composite city value through its
dictionary row and parent province, rendering «استان، شهر» for birth
place instead of the raw province-city code. Sweep the remaining
views that printed stored slugs: dependent relationship type and
gender now resolve through their option groups like every other
section view.
