feat(api): inquiry audit stamps and own field-group permission

Add a transformForSave hook to SectionDefinition so sections can
derive stored values from the actor before persistence. The document
inquiries section uses it to stamp every changed node with the saving
user id and name snapshot, active role display name, and timestamp,
while unchanged nodes keep their previous stamp so the view always
shows the last real editor. Move section_document_inquiries out of
the personal-info field group into its own employee.document_inquiries
view permission.
