feat(api): document inquiries section for employees

Add an HR-side استعلام مدارک section storing verification state as a
fixed-shape JSONB map: education inquiries keyed by degree row index,
plus criminal-record and social-insurance nodes. Each node accepts
result uploads under inq-* placements (category inquiry-result, capped
per node), with relationship-style labels and ascii slugs. Statuses
live in the editable inquiry_status option group; nothing blocks
submit yet since the insurance inquiry shape is still in flux.
