[ROCm] Switch the pinned ROCm CI legs from 7.14 to 10.0

Moves the presubmit, continuous and nightly ROCm legs to the ROCm 10.0 GA
images and the rocm10 plugin wheel namespace. The therock-latest legs in the
nightly workflow are unchanged.
