Add ML-DSA signing, verification, and top-level API

Add the message formatting (pure and HashML-DSA), mu computation, the
reference and low-RAM signing/verification cores, and the public
keygen/sign/verify entry points (FIPS 204 Algorithms 1-8). Allow the
'htmp' identifier in codespell.
