chore(release): 0.14.0 (#93)

Bumps all twelve workspace packages and dates the changelog section.

Also restores a changelog entry that was silently lost: #91 and #92 both
added a `### Changed` section under [Unreleased], and rebasing #92 over
the merged #91 resolved that by keeping only #92's. The otel
`vcs.ref.head.name` entry is back, recovered from 7984d73.

Contents: repository metadata on the OTel resource, export-failure
visibility, the credential-helper token command, the semconv branch
attribute correction, the oxc build engine, and the audit-override fix.
