docs: add design spec for real data sourcing and honest draft-only publishing

Replaces the fabricated scraper/publish-success system with real Hacker
News/arXiv/RSS ingestion and honest draft-and-copy publishing across all
platforms (no LinkedIn app/OAuth, per owner decision to skip creating a
LinkedIn Page).
