feat: refactor providers into base + add completion/inline completion support (#31)

* chore(devcontainer): add uv feature for python package management

* feat: add model management commands and modelIdOverride setting

- Register  and  commands.
- Implement model discovery caching and manual reload functionality in .
- Add  configuration to force a specific model for completions.
- Update  to handle the new  setting.
- Add unit tests for the new model management commands.

* general progress on integrating into vscode deepr.

* Updating agents file to align with project

* adding tests, expanding test cases.

* resolving lint errors

* set version for release [skip-ci]
