feat: add bailingmoe3 support for Ling-3.0

Surgical port of KDA+MLA MoE (tiny 7.9B-A1.3B and flash 124B-A5.1B),
including conversion, GGUF keys, MTP graph hooks, and a skip of Qwen-style
expert auto-fit unless S/HOT/placement is set.
