Rebuild the dashboard as one loop instead of four tabs

Tabs implied the surfaces were independent. They are one circuit:
exposure is measured, the remedy is planned against what it found, the
action executes, the ledger records what an observer saw, and the
adversary runs again. Numbering the stages on a single page is what
makes that legible.

Each stage states its own precondition rather than presenting a dead
control — exposure needs only an address, position and remedy need a
wallet, and the copy says which and why.
