Reposition the README around the unowned layer

Chains build cryptographic hiding and protocol metadata. The third
layer — the statistical privacy of a sequence — is where pools actually
get deanonymized, and it is nobody's, because it isn't a protocol
primitive. Stating that plainly is the point of the project.
