Add slices field to DisaggregatedSet (#873)

* intial implementation of DS slices

* Add backwards compatability and mitigation logic for legacy DS that don't have slice labels on resources

* Fix unparam lint failure in readyLWS test helper

* Simplify legacy slice-0 handling to a recreate and cap slices at 100

* Reconcile all slices independently and join their errors

* Update KEP with new back-compat behavior

* Remove orphaned GenerateServiceName after buildService switch

* Regenerate API reference docs for slices field
