* Fix DisaggregatedSet StatefulSet name validation budget (#972)

This updates validateGeneratedNames to enforce a tighter downstream budget that accounts for the leader and worker StatefulSet controller revision hash labels.
Worker StatefulSets use the format <lws>-<groupIndex>-<hash>.
