mason: align Rust historical temporal markers

Move timestamped OpenCode history from frontier and mint-time semantics to the TypeScript completed-or-created basis. Backfill existing marker bytes through one consumed temporal renderer transition, while retaining the observation fallback for timestamp-free harnesses.
