test(e2e): accept native-tail reuse during Rust priming

The large-tail drill already accepts one-page native-tail reuse for the measured delta, but its setup still required a multipage priming pass. Release scope legitimately selected the one-page path, so bound both valid priming paths while retaining provider-growth and delta-paging assertions.

Refresh Cargo.lock to the sibling HEAD package versions (54806ea4, after router #47 and reverse-refusal #50).
