mason: align transform temporal and m1 wire shapes

Match the TypeScript wire contract for empty m1 wrappers and tag-first temporal overlays, and stop assigning elapsed time to synthetic transport reminders. The temporal byte expectation intentionally moves the marker under the leading tag because provider dumps prove TypeScript emits that ordering. Add the dump differ and evidence report, including scoped reasoning and temporal-backfill follow-ups.
