chore: update dev dependencies and pin pnpm 11.13.1

Brings TypeScript to 7, oxlint to 1.74, oxfmt to 0.59 and the remaining
dev tooling in line with mcp-appstore-connect, so both servers lint,
format and typecheck under the same toolchain.
