Strip all AV1 T.35 metadata when applying container HAGC

MediaCodec ignores out-of-band HAGC metadata if the AV1 bitstream
already contains in-band HDR10+ metadata. This CL updates Av1ObuUtil
to provide methods to strip all T.35 metadata, and uses it to strip
all T.35 metadata if container HAGC is being applied by the renderer.
