* docs(changelog): retitle release entry and use 0.4.33 (MUL-6642)

Replace the vague "local environments" title item — it named a
contributor-only `make up` change with no user-visible surface — with the
localized task failure messages users actually see, and drop that feature
line from the entry.

Keep the release on the 0.4.x line as a patch bump over v0.4.32.

Also restore the ja/ko indentation the previous commit shifted, so both
files diff as pure additions again.
