test: add the adapter e2e suite workflow (#3553)

fix: don't crash on server actions over the body size limit
feat: add _next/static/service-worker/* header handling
fix: keep non-ascii blob keys consistent between build and runtime
fix: await the Node middleware require in the generated edge handler template
