[nixlbench] add kernel part for device api (#1761)

## What?
First PR to support device api in nixlbench. 
The whole feature introduces GPU-kernel-driven transfer execution,
completion-counter-based signaling, and the required build/runtime
gating for this feature.
This is the first part for kernel (split from PR #1556 ).
