Include user id in the cache path for all but default runner user

This ensures re-use between different environments with different users
use separate caches and don't result in corrupted permissions.
The most common case was re-using the same git mirror cache between jobs
directly on the runner and jobs ran within a container.

Fixes NSL-7371
