bump containerd/nri go dep to v0.12.0

This commit bumps the github.com/containerd/nri go module to v0.12.0.
The vendor diff has been verified and it is mostly (if not all) additive
changes to the NRI API. The NRI Plugin Stub interface, which we depend
on, also does not have breaking changes (only additive ones).
