fix(cli): preserved newer concurrent update launchers

- Compared a mismatched launcher version with the selected release before binary repair.
- Left a launcher installed by a newer concurrent update untouched while retaining stale and broken launcher recovery.
- Added a regression test for the concurrent newer-version case.
