deps: bump github.com/gobwas/glob to v1.0.0 (#9116)

fix #9114

v1.0.0 replaced the `glob.Glob` interface with a concrete
`*glob.Pattern`, and since it kept the same module path any consumer
that upgrades the module transitively can no longer build OPA.
