Add test case for GUI-initiated VPN stop and mock GUI implementation

- Add `70_guistop.sh` test case to verify clean teardown when initiated by ACTION_STOP or GUI disconnection.
- Introduce `mock_gui.py`, a minimal QLocalServer stand-in for testing GUI interactions.
