Make distance_type_inner_product CREATE OR REPLACE (#204)

This was created in 0.6.0 so it's not currently a problem (since the
upgrade scripts would be creating it for the first time), but we should
make this `CREATE OR REPLACE` to avoid causing issues in future upgrade
scripts.
