chore: ingest fixture evals (#2846)

Ingest evaluations from process and thread sessions. This is used when a user launches Phoenix with

px.launch_app(trace=ds)
where ds is a TraceDataset containing evaluations, or when devs launch Phoenix via the command line via the fixture command.
