fix: Patch scheme to posix_prefix if posix_local and --prefix is specified (#13634)

Debian uses the posix_local scheme to install to /usr/local, but this should be
ignored when a custom prefix is specified. It was chosen to carry this patch
in pip upstream in part so if a PyPI-sourced pip is installed, pip will still do
the right thing.
