release: v3.11.0

Version bump across the 19 parity targets, CHANGELOG, CONTRIBUTORS, and the
README releases row for the skills/i18n move that closes #130.

Also adds docs/languages.md, the page the translations never had, and
collapses the README FAQ by default.
