Pin PhotoPickerLib to Kotlin 1.9

PhotoPickerLib does not currently compile with Kotlin 2.

I encourage the PhotoPickerLib team to change this to "2" to
see what fails, and fix accordingly.

We hope to have all over Android over to Kotlin 2 soon
