Clean up range property in wld conversion (#71)

* Add region convert flag

* Tweak cmd location and Is prefix on bool

* Remove region flag and logic

Left in VISLISTBYTES = 0 logic to allow proper write back of RANGEs.

* Remove regpvs cmd flag

* Fix contract with range change
