Extract `CALLBACK_TYPE` to shared module (#4374)

## Description

Extracts `CALLBACK_TYPE` from `handlers/gestures/gesture.ts` into a
standalone `src/CallbackType.ts` module and renames it to
`CallbackType`.

## Test plan

Tested on example app
