chore(distribution): auto-sync PAD changelog text from CHANGELOG

Program_Change_Info was still static after the release-date fix.
Like the date, the bug-fix/feature bullets already exist in
CHANGELOG.md on release-please's own PR branch before merge -- no
need to wait for the built installer. Strip each bullet down to
"scope: subject" (drop the commit-hash and closes-issue markdown
links) and join with "; " for a plain-text PAD field.
