Choreograph: rework looping tutorial, teach When column, remove debug logs

- Rename looping-and-sync to looping-and-when
- Teach When column with practical use case (disable echo rows with false)
- Add conditional When step (dist < 200)
- Remove false claims about expressions re-evaluating each loop cycle
- Remove fxbetween debug logging
