docs(rpiv-pi): drop validate from the guidance Agent-listing enumeration

The skills guidance shadow tree still named validate among the skills
that list Agent in allowed-tools; 38da703f removed the tool from the
skill. Review finding I2 (2026-08-20 commit review).
