refactor: centralize runtime fence deferral (#212)

- Add a shared deferToRuntimeFence helper for diagnostics, messages, and trap IR.
- Preserve statement, closure, function ABI, probe, and SC9001 behavior.
- Replace eight duplicated lowering paths with compact helper calls.
